Microsoft has posted the second version of the Internet Explorer 9 Developer Platform Preview at http://ie.microsoft.com/testdrive/Default.html
This is still a preview that has none of the interface enhancements you are used to seeing in a web browser. However, if you used the first preview then your use to seeing the interface and limitations.
